Delegate Kevin M. Harris was elected to the Maryland House of Delegates in November 2022 and sworn in on January 11, 2023 representing Charles and Prince George’s counties.
Delegate Kevin M. Harris was elected to the Maryland House of Delegates in November 2022 and sworn in on January 11, 2023, to represent Charles and Prince George’s counties. Kevin has lived in the District 27A community for 13 years. His military career led him to Maryland, but it is the area’s rich history and growth possibilities that makes this district “home”. Originally from Newark, New Jersey, Kevin is the youngest of four and was raised in a single-parent household. His mother, Ms. Donna Strand, whom he credits for his strong work ethic, was an 1199SEIU worker for more than 20 years. Mr. Harris graduated from St. Benedict’s Preparatory High School, where he was taught “what hurts my brother, hurts me. What hurts my sister, hurts me.” It was there that the seeds of community and leadership were planted. Enlisting in the United States Navy was the natural next step.
During his 10-year career, Kevin was recognized repeatedly by top officials for his leadership and outstanding service. Dell Epperson, Commander of the USS Fletcher, stated that “Kevin has a natural command presence, a rare gift for such a young sailor.” His military service sent him to war zones in Iraq (2) and Afghanistan where he earned the Global War on Terrorism Service Medal and the Global War on Terrorism Expeditionary Medal.
As a result of his hard work and dedication to service, Kevin was selected to serve at the White House Communication Agency (WHCA), an extraordinary opportunity presented only to those with distinguished records. During his five-year tenure, Kevin was awarded the 2007 All Star award for excellent performance in upholding the Agency’s tradition of delivering superb communication to the President, Vice-President, and their staff. This award is only given to those in the top ten percent of the agency.

After leaving the military, Kevin earned a Bachelor of Arts degree in General Studies from Washington Bible College and a Master of Science degree in Leadership with a focus in Leader Development from Walden University. He is a certified coach with John C. Maxwell’s Leadership Team.
Kevin began serving the Prince George’s County community as soon as he arrived in 2005. He joined St. Stephen Baptist Church in Temple Hills, MD, where he was ordained as an elder and served in positions of increasing responsibility. This included an appointment as the Full Gospel Baptist Church Fellowship Mid-Atlantic Regional Director of Protocol which serves more than 2,500 members in Maryland, the District of Columbia, Delaware, and Pennsylvania. Mr. Harris currently attends Greater Saint John Church in Upper Marlboro, MD and serves on the ministerial staff and the church leadership team.
Kevin has served as Vice-President of the Board for Lakeview in Brandywine, MD and was a member of the Prince George’s County Young Democrats.
Because of his genuine desire to help others, Kevin continues to serve the community by leading and/or assisting with food drives, toy giveaways, and providing support to homeless shelters. During the COVID-19 pandemic, he organized and coordinated COVID testing locations in Upper Marlboro and Accokeek.
Appointed by Prince George’s County Executive Angela D. Alsobrooks in 2021, Mr. Harris served as a member of the Prince George’s County Local Development Council (LDC) as the Chairman of the Needs Assessment Committee. He is also a member of the NAACP, Veterans of Foreign Wars, and the Fort Washington Division VII Citizen Advisory Council (CAC).
Kevin is an active Spring 2019 initiate of the Fort Washington (MD) Alumni Chapter of Kappa Alpha Psi Fraternity, Incorporated. He served as the chapter’s Vice-Polemarch (Vice-President), Strategus, Ways and Means Chairman, and Board Member. He is currently one of the leaders on the Eastern Province of Kappa Alpha Psi Fraternity, Incorporated Political Awareness Committee.
Delegate Harris has been appointed Vice-Chair of the House Appropriations Education and Economic Development Subcommittee, and the Prince George’s County House Delegation has elected Kevin to serve as its 2nd Vice Chair.
